Nathan Bahr 72e6303944 lib: Create VRF if needed
When creating a control plane protocol through NB, create the vrf
if needed instead of only looking up and asserting if it doesn't
exist yet.
Fixes 18429.

FRRouting

FRR is free software that implements and manages various IPv4 and IPv6 routing protocols. It runs on nearly all distributions of Linux and BSD and supports all modern CPU architectures.
