Backend "subscribe" API allows daemons to dynamically register xpaths
they are interested in. Such xpaths are not stored in hardcoded
config/oper xpath arrays so this function fails to understand that a
backend daemon is interested in them. Fix by using dynamic xpath maps
instead which store both hardcoded and dynamic xpaths.

Currently, YANG notification processing is done using a special type of
callbacks registered in backend clients. In this commit, we start using
regular northbound infrastructure instead, because it already has a
convenient way of registering xpath-specific callbacks without the need
for creating additional structures for each necessary notification. We
also now pass a notification data to the callback, instead of a plain
JSON. This allows to use regular YANG library functions for inspecting
notification fields, instead of manually parsing the JSON.

Current code assumes that notification is always sent in stripped JSON
format and therefore notification xpath starts at the third symbol of
notification data. Assuming JSON is more or less fine, because this
representation is internal to FRR, but the assumption about the xpath is
wrong, because it won't work for not top-level notifications. YANG
allows to define notification as a child for some data node deep into
the tree and in this case notification data contains not only the
notification node itself, but also all its parents.
To fix the issue, parse the notification data and get its xpath from its
schema node.

When FRR starts, after mgmtd is initialized, backend clients connect to
it and request their config. To supply the config, mgmtd creates a
configuration transaction. At the same time, `vtysh -b` tries to read
the startup config and configure mgmtd, which also creates a
configuration transaction. If these two actions happen at the exact same
time, there's a conflict between them, because only a single
configuration translaction is allowed. Because of that, vtysh fails and
the config is completely ignored.
When starting the config reading, vtysh locks candidate and running
datastores in mgmtd. This commit adds locking of running datastore when
initializing the backend client. It allows to retry locking on the vtysh
side and read the config only when the lock is aquired instead of
failing.
This change also prevents running datastore from being changed during
initialization of backend clients. This could lead to a desynchronized
state between mgmtd and backends.

mgmtd reads config files on its own, it doesn't need libfrr to do that.
The code is already skipped, because mgmtd uses `di->read_in` thread for
config reading and libfrr doesn't reschedule the thread, so this commit
just removes the dead code.

mgmtd is supposed to only register CLI callbacks. If configuration
callbacks are registered, they are getting called on startup when mgmtd
reads config files, and they can use infrastructure that is not
initialized on mgmtd, or allocate some memory that is never freed.

We don't need to create an actual tree to print an empty tree, libyang
handles NULL just fine. The actual problem is that `yang_dnode_new`
creates a tree by validating it, and the validation creates all implicit
default nodes. Therefore, when called with "with-default" flags, instead
of getting an empty tree, we get a tree with all top-level default set.

When no data requests were sent to the backends, return immediately,
instead of waiting for a timeout. This can happen if backends providing
the requested data are not connected to mgmtd.

Both of these belong in `/var/lib`, not `/var/run`.
Rather hilariously, the history read in
`mgmt_history_read_cmt_record_index` was always failing, because it was
doing a `file_exists(MGMTD_COMMIT_FILE_PATH)` check. Which is the wrong
macro - it's `.../commit-%s.json`, including the unprocessed `%s`, which
would never exist.
I guess noone ever tried if this actually works. Cool.
On the plus side, this means I don't have to implement legacy
compatibility for this, since it never worked to begin with.
(SQLite3 DB location is also changed in this commit since it also uses
`DAEMON_DB_DIR`.)

clang-format doesn't understand FRR_DAEMON_INFO is a long macro where
laying out items semantically makes sense.
(Also use only one `FRR_DAEMON_INFO(` in isisd so editors don't get
confused with the mismatching `( ( )`.

There are places, where we can receive an existing commit transaction.
If we don't check that the request already exists, it gets overwritten
and we start having problems with transaction refcounters. Forbid having
multiple configuration sessions simultaneously.

If the transaction is not cleaned up immediately, it can be still
referenced by some threds. If it's a commit thread and it's executed
before the actual cleanup, mgmtd crashes because of the missing
commit_cfg_req.

Setting this variable to true makes NB ignore only configuration-related
callbacks. CLI-related callbacks are still loaded and executed, so
rename the variable to make it clearer.

When determining the interested backend clients for a configuration
change, don't consider disconnected clients. This fixes a crash in
`mgmt_txn_send_be_txn_create` when trying to send data to a non-existing
adapter.

Replace operation removes the current data node configuration and sets
the provided value. As current northbound code works only with one
xpath at a time, the operation only makes sense to clear the config of
a container without deleting it itself. However, the next step is to
allow passing JSON-encoded complex values to northbound operations which
will make replace operation much more useful.

Currently, there's a single operation type which doesn't return error
if the object doesn't exists. To be compatible with NETCONF/RESTCONF,
we should support differentiate between DELETE (fails when object
doesn't exist) and REMOVE (doesn't fail if the object doesn't exist).

Currently, there's no difference between CREATE and MODIFY operations.
To be compatible with NETCONF/RESTCONF, add new CREATE_EXCL operation
that throws an error if the configuration data already exists.

Currently, nb_operation enum means two different things - edit operation
type (frontend part), and callback type (backend part). These types
overlap, but they are not identical. We need to add more operation
types to support NETCONF/RESTCONF integration, so it's better to have
separate enums to identify different entities.

The candidate yang tree should be validated before `nb_config_diff` is
called. `nb_config_diff` ignores all prohibited operations and can
provide an empty change list because of this. For example, if a user
deletes a mandatory node from the candidate datastore and tries to make
a commit, they'll receive the "No changes found to be committed!" error,
because such a change is ignored by `nb_config_diff`. Instead, mgmtd
should tell the user that their candidate datastore is not valid and
can't be commited.

As mgmtd now implements vty for staticd, it's logical to output the
configuration from there as well. Fully-converted backend daemons should
not handle vty commands at all.
