Each BGP prefix may have an as-path list attached. A forged
string is stored in the BGP attribute and shows the as-path
list output.
Before this commit, the as-path list output was expressed as
a list of AS values in plain format. Now, if a given BGP instance
uses a specific asnotation, then the output is changed:

The changes include:
- the aspath structure has a new field: asnotation type
The ashash list will differentiate 2 aspaths using a different
asnotation.
- 3 new printf extensions display the as number in the wished
format: pASP, pASD, pASE for plain, dot, or dot+ format (extended).

Some were converted to bool, where true/false status is needed.
Converted to void only those, where the return status was only false or true.

Replace them with the C99 standard types:
- uint8_t
- unsigned short

is particularly problematic when rebasing/adjusting branches.

The FSF's address changed, and we had a mixture of comment styles for
the GPL file header. (The style with * at the beginning won out with
580 to 141 in existing files.)
Note: I've intentionally left intact other "variations" of the copyright
header, e.g. whether it says "Zebra", "Quagga", "FRR", or nothing.

Put them in lib/filter.h where they belong.

Allow the bgp dump functionality to handle the Extended Time format
as specified in RFC 6396.
Fixes a segmentation fault with multiple dump rules as well.

bgp_btoa was abandoned at some point in time in the past.
This commit gets it to compile and to be added to /usr/bin.
At this point in time no work has done for 'correctness' of execution
