bgpd: don't use DECLVAR without qobj pointer
Since we don't actually have a BGP context until we enter into the `router bgp` node, debugging commands which use DECLVAR before that happens will fail. This is just `no debug bgp` and `no debug bgp updates`. Instead just iterate over all bgp instances and do the deed. Signed-off-by: Quentin Young <qlyoung@cumulusnetworks.com>
