zebra: add ZEBRA_IF_DUMMY flag for dummy interfaces

Introduce ZEBRA_IF_DUMMY interface flag to identify Linux dummy interfaces [0].
These interfaces behave similarly to loopback interfaces and can be
specially handled by daemons.
