[build] Update SOS CFLAGS and add check for GNU Make in configure.ac

	* configure.ac: Update SOS CFLAGS, Xt shouldn't be used and
	  enable debug options.
	  Add a check for GNU Make and warn the user if it does not appear
	  to be the make used.
