Christian Hopps 3d4dee5f0c tests: add another directory to search path for pylint 
Some IDEs (e.g., emacs+lsp) run pylint from the root directory and so
we need to add `tests/topotests` so that `lib` and `munet` are found
by pylint when used in imports

Christian Hopps 960ab543cf style: add format checker config that matches FRR style standards 
Also move .dir-locals.el to a sample file. This file should not be
in the repository as it affects the user's ability to modify it.
